(2003.11.13) A perfect day for groundbreaking:
The groundbreaking ceremony for Hsinchu County Stadium was held on the sunny November 13, and attended by Hsinchu County Governor Yung-jin Cheng, Speaker of the County Council Yung-he Huang, and dignitaries from other circles. The groundbreaking prayer was led by Governor Cheng, and offerings were presented. The Golden Dragon Team of Feng Guang Junior High School was invited to perform double dragon dance, students from Ching Ping Elementary School performed traditional dancing and singing, and students from Fang Liao Elementary School performed lion dance. Governor Cheng said that, the Hsinchu County Stadium is to be built under budget of NT$1.9 billion, the stadium, with capacity of 15,000 audience, begins construction on November 13 and is expected to be completed in March 2005; and the gymnasium, with capacity of 8,000 audience, is to be contracted for construction this December. The stadium will provide a multi-functional arena, and allow companies in Hsinchu Science-based Park and Industrial Technology Research Institute to hold large sports events. The local sports meets for government workers and teachers that have been suspended due to lack of appropriate venue could be resumed. The stadium is designed with 400m track of international track-and-field standard, and is open to public and athletes for exercising, recreational, training, and competition uses. It could also be used for large-scale rally, events, or entertainment. To provide space for indoor training during rainy days and warm-up area for domestic and international sports matches, the stadium is also designed with a 100-m indoor track. Other equipment for competitions and meters for referee use all meet the standard for nationwide and international competitions. Under the observers’ deck are training center, association offices, fitness and weight training center, information center, news center, examination room, medical room, and offices for the referee division, competition division, and record division. Besides utilizing the spaces and equipment for events or competitions, they are also available for training and operational use during ordinary days, so that they could be fully utilized. The four nighttime lighting poles can support night events. Large LED screen and large optical screen used in Olympic Games manufactured by companies in Hsinchu County are also available. 

(2004.4.13) Stadium construction received all nine green architecture certificates in Taiwan:
The Hsinchu County Stadium construction project was approved for certificates on green architecture on December 25, 2003. The approved items included: biodiversity, greening coverage, water conservation of the construction base, daily energy saving, reduction of CO2, reduction of wastes, indoor environment, water resource, and improvement of sewage and waste treatment. This is the number one and the only one record in Taiwan.

(2004.12.23) Governor Cheng and county councilors inspected the construction progress of Hsinchu County Stadium
Deputy Speaker Hsin-yuan Chang of Hsinchu County Council and councilors, led by Governor Yung-jin Chang, Deputy Governor Guang-cheng Peng, and senior directors of the county government, inspected the construction progress of Hsinchu County Stadium. The stadium is expected to be completed in late-May of 2005, and the gymnasium is expected to be completed before the end of September 2005. According to Governor Cheng, after Hsinchu City and Hsinchu County were separated under different jurisdictions, the county government is short of stadium. Therefore, thanks to the budget allocated by the county council, this land lot could be acquired for building a modern stadium. 

(2005.2.16) Hsinchu County Stadium is official open in July, a variety of events is held: 
After a long time of waiting, the Hsinchu County Stadium is to be completed in July. To promote the stadium and attract local residents to utilize the exercise and recreational facilities, as well as to achieve the goal of building “healthy Hsinchu County”, the county government invited related units in the morning of February 16 to layout the sports events for the second half of 2005. The chair of the meeting, Secretariat Jun-fu Wu proposed the idea of continuous organization of “Sports Season”. He also welcomed companies in Hsinchu Science-based Park to hold employees’ sports meets at the stadium, and other units to hold national sports meets or large-scale events here.

(2005.8.14) Hsinchu County Stadium Completion Ceremony: 
The stadium completion ceremony is to be held on September 15. In the morning of September 14, Master Hsin-ding, the President of Buddha’s Light International Association Chinese Headquarters and former abbot of Fo Guang Shan, was invited to chair the cleansing ceremony. Governor Cheng led a group of over one thousand attendees, including directors of county government, Hsinchu County Federation of Trade Unions, educational groups, volunteers, and local residents, to pray for the safety and smoothness of future events to be held in the stadium.

(2005.9.14) Hsinchu County Stadium acquired license: 
Under the supervision of Hsinchu County Council and Hsinchu County Government, Hsinchu County Stadium was completed within two years under strict construction standards. Concerning, the doubts raised by Provincial Governor Guang-hua Lin on the construction quality on the 4th, Governor Cheng stressed that the stadium had already received the miscellaneous license on August 23, and usage license on September 14. Moreover, the safety and structure of the stadium have been examined by experts and found to be meeting the standards. Governor Cheng also pointed out that 2005 County Sports Meet will be held on 15th and 16th at the Hsinchu County Stadium, thus the stadium has undergone review by engineers on the safety and structural stability. The examined items included handicapped accessibility, elevator, drainage, sewage system, fire-fighting equipment, and structure. The license was granted on the 14th. As Governor Cheng said, safety is always the first concern in all events held in this county, and the government will ensure safety, including athlete safety, equipment safety, and traffic safety, with the strictest standard. Concerning Governor Lin’s doubts, he not only thanks his concerning, but also assured that safety is always the crucial requirement for the county government. Governor Cheng also stated that, the design of the stadium is undertaken by the architect team headed by Hsing-hua Luo, who was selected by Governor Lin when he served as the Hsinchu County Governor. Therefore, the construction quality is meeting the standard, and is ready for international competitions.

(2005.9.15) Unveiling ceremony of Hsinchu County Stadium: 
Hsinchu County Stadium, long waited by county residents, is unveiled at 8am on September 15, jointly by Governor Yung-jin Cheng, legislators, county councilors, and athletes. Golden Dragon Team of Tung Hai Elementary School performed lion dance, and filled the venue with ribbons and balloons. Governor Cheng stated that after Hsinchu County and Hsinchu City were under separate jurisdiction since 1982, Hsinchu County was the only city in Taiwan without a large-scale stadium for exercise, leisure, and sports meets. After exchanging opinions with experts of the sports fields and local parties, the construction plan for one stadium under budget of NT42 billion was changed to a multi-functional stadium, gymnasium, and swimming hall, and save NT$700 million. The idea was approved by the Sports Affairs Council and local residents. The construction of Hsinchu County Stadium also received all nine green architecture certificates from the Ministry of Interior, and set a new record. Hsinchu County Gymnasium, which was located next to the stadium”, was the second receiver of all nine certificates. The gymnasium is designed with planting area, which includes land plants, aquatic plants, bird watching zone, and butterfly watching zone. On the peripheral of the track field is a large rainwater collection system, which serves as an example of ecological restoration and environment protection. The main structure of the observers’ deck is an incorporation of Hakka round tower and modern architecture. The track is made with Germany produced toxic-free PU track that also meets the Olympics standard. The stadium also has the most complete field and track grounds in Taiwan. The large screen is of the same standard as to be used in 2008 Olympics. The stadium also has the one and only auxiliary field by the land lot of National Taiwan University. There is also athletes’ village that could accommodate 60 male athletes and 24 female athletes. It is also a feature of the stadium. Director Shi-jan Dai of Hsinchu County Track and Field Association, also a renowned athlete, praised the top level equipment at the stadium. The National High School Athletic Games to be held on October 5 will impress all athletes. After the completion of the gymnasium and swimming hall, we will endeavor to host Pan-Asian sports meets in Hsinchu County. 

(2005.9.17) Ma Ying-jeou attended the National Athletic Games for Government Workers and Teachers, and brought a surge
The 2005 Hsinchu County Athletic Games for Government Workers and Teachers, and the National Elementary School Athletic Games, was held at the Hsinchu County Stadium on the 17th. Chairman of KMT, also the Taipei City Mayor, Ma Ying-jeou attended the event, and completed a 400-m run along with Governor Yung-jing Cheng, Deputy Speaker of Hsinchu County Council Hsin-yuan Chang, directors of government units, and athletes. His presence was exciting to all. Chairman Ma said that he came intentionally to learn how the stadium was built with low budget and high quality within a short period of time. He described Governor Cheng as a “magician”, who could build stadium, gymnasium, swimming hall, provide free lunch meals to elementary and junior high school students to relieve the burden of parents, and maintained the lowest unemployment rate of the county in Taiwan, and made the city the happiest and proud place in Taiwan according public polls. Chairman Ma said, under the leadership of Governor Cheng, Hsinchu City has achieved its prime time, and took away some glamour from Taipei City, which was considered the number one city in Taiwan. He hoped that the residents of Hsinchu County could realize the efforts devoted by Governor Cheng.

(2005.9.28) The cable-stayed bridge of the stadium is expected to be a new landmark of Hsinchu County:
Hsinchu County Urban Design Committee approved the urban review report of the cable-stayed bridge of Hsinchu County Stadium on the 28th. The design and construction are expected to be executed soon, and the construction is hoped to be completed by the end of November. According to Governor Cheng, this cable-stayed bridge will connect the stadium and auxiliary field, and the elegant cables and simple design of bridge floor are expected to become the landmark of the county. The county government construction team stated that, the overpass between the main stadium and auxiliary field is suggested to relieve the crowds between the two locations and reduce the risks of pedestrians when crossing streets. The overpass not only could provide a safe passage to pedestrians and the public, but also bring a sense of unity of the main stadium and auxiliary field.

(2005.10.18) Press conference for Hsinchu County Sports and Health Festival:
To celebrate the official opening of Hsinchu County Stadium, and promote the “health, happiness, and well-being” theme and increase the sports population, the county government will hold the “2005 Hsinchu County Sports and Health Festival” at the county stadium. The events will include performance by “National Cheerleading Team”, final contest of “National Extreme Sports”, “3-on-3 basketball contest”, “ten thousand people aerobics”, and “Campus Relay”. Also, there will also be performances on folk arts by National Taiwan College of Performing Arts. To encourage local residents engaging in outdoor performing arts and having a wonderful life experience, the county government will hold a “Vitality and Movement” rock concert at Hsinchu County Stadium at 7pm on October 29, and Governor Cheng will attend the event too. The press conference of the 2005 Hsinchu County Sports and Health Festival to be held in the afternoon of 26th will be hosted by the famous Li-jin Hsieh. Governor Yung-jin Cheng, Deputy Governor Guang-cheng Peng, Secretariat Jun-fu Wu, Director Piao Cheng of Education Bureau formed a sports tart team, and dressed in marathon uniform and ran through the final line together. After two years of hard work, the construction of successfully completed, marking the achievement of the county team. The county government also held a grand concert, and performers included 5566, 183CLUB, Nicholas Chang, Shino Lin, Frankie Wang, and Peilin. The hosts were Li-jin Hsieh and Chung. In this state of the art venue, TVBS production team designed a very exciting show. The audience could experience the top sound and visual effects, and enjoy an excellent show. Governor Cheng also urged the attendees to behave and treasure this new stadium by not bringing food and pets to the stadium, keep the environment clean, and avoid wearing high-heel shoes to prevent damage to the track. He hoped everyone could enjoy a remarkable show with a light heart. 

(2006.4.18) The swimming competition of the National High School Athletics Games is taking place at Hsinchu County Stadium, Governor Cheng demands stricter safety inspection: 
The 2006 National High School Athletic Games organized by Hsinchu City is about to take place. Swimming and soccer competitions will be held in Hsinchu County Stadium. Because the swimming hall of the stadium is not yet in use, the Public Works Department of Hsinchu County Government is working day and night and conducting various safety inspections and tests, in hope to obtain the license on the 19th. The goal is to hold the competition smoothly with maximum safety. In the afternoon of the 18th, Governor Cheng, accompanied by Chief of the Public Works Department Chi-chuan He, inspected the swimming for the final safety check, so that a standard compliant and best competition venue could be provided to athletes to set new records. Hsinchu City Government is satisfied with the newly completed competition venue of the Hsinchu County Swimming Hall.

(2006.4.20) Governor Cheng and Mayor Lin visit the Hsinchu County Swimming Hall for the National High School Athletic Games: 
Hsinchu City Mayor Cheng-che Lin, accompanied by Hsinchu County Governor Yung-jin Cheng, visited the swimming hall and soccer field in Hsinchu County at noon of April 20. Mayor Lin thanked Governor Cheng personally for his support and assistance, and wished all athletes to have the best performance. Governor Cheng said that, Hsinchu County and Hsinchu City are “brother cities”, and he thanks Mayor Lin on behalf of Hsinchu County for the opportunity to participate in this athletic event. He expressed that the county government will give full cooperation, and wished all athletes to have set a good record.

(2006.5.5) Hsinchu County Stadium received green architecture certificate, and is certified by the International Association of Athletics Federations (IAAF):
Hsinchu County Stadium (Sports Park) is the first and the only one receiving all nine green architecture certificates. On the 5th, the county government formally received the certificates from the Ministry of Interior. The track field in the stadium also received certificate from the International Association of Athletics Federations (IAAF), and is recognized as the international standard track field.
